We released our first-ever Workforce Strategy in March.
Our Workforce Strategy sets out our vision for an expanded occupational therapy workforce – positioned to have maximum impact in improving people's health and quality of life.
Earlier this year we published our nation-specific Workforce Strategy action plan – Cymru-Wales.
And now ...
Our Workforce Strategy action plan for England is here!
If you’re based in England – you can read it here.
This action plan sets out how we can all start working towards our vision for 2035 over the next three years.
Delivering our Workforce Strategy will be a team effort. Please share it with leaders, colleagues and decision-makers to start making real change.
We’d like to thank the member volunteers in our Workforce Strategy advisory group in England who’ve helped to shape this action plan.
Shaping the future of health and care in England
This comes at a critical time. In October 2024, the UK government launched a consultation to inform its 10 Year Health Plan.
The consultation is open to all, and the government are particularly keen to hear from health and care workers across England on how we can build a health service fit for the future. We're encouraging members to get involved and respond to the consultation, highlighting the key role occupational therapy has in solving some of the main challenges our health and care sector faces.
To help you respond, read the rest of our action plan [link to download PDF], which lays out the challenges facing occupational therapy and the opportunities that lie ahead for the profession.

Today, we're proud to publish our Workforce Strategy action plan – England. A roadmap for the next three years that outlines critical steps to strengthen and support our occupational therapy workforce across England.
I'm incredibly proud to have worked with our members to compile this plan, which reflects the dedication, expertise and aspirations for our profession. With this plan, we're setting the foundations for a sustainable, skilled and diverse workforce ready to make a difference.

Our four workforce priorities
Workforce priority one: Optimising occupational therapy
Workforce priority two: Demonstrating value and impact
Workforce priority three: Retention and career development
Workforce priority four: Effective workforce planning

I have a real love and passion for what OT is capable of and the difference we can make to our local communities. I have loved being involved in developing the Action Plan, making sure that Adult Social Care OTs have a loud and clear voice and making sure customers voices are heard throughout. I’m enthusiastic to see how we all use the plan to shape our services, championing OT and championing the rights and freedoms of those within our communities.

A sneak peek – What did workforce data and speaking to members in England tell us?
Access to occupational therapy services is poor
The workforce isn’t positioned for maximum impact
Too many occupational therapists are leaving the profession
Many occupational therapists are in roles which don’t make full use of their skills
The workforce isn’t diverse and turnover among practitioners recruited internationally is higher than average

We’ve been sharing our experience of working within community spaces such as leisure centres to reduce health inequalities, and this has helped to shape the vision for the new strategy; ensuring that our focus as a profession will remain on inclusion, occupational justice, and supporting communities through preventative approaches.
This strategy will help us to promote the amazing work of occupational therapists across the country, demonstrate our value, and advocate for an increase in occupational therapy roles to improve the health of our population through meaningful occupations.
